GCC Scorecards
Oman’s development trajectory cannot be assessed in isolation. The GCC scorecards provide structured, bilateral comparisons between Oman and each of its five Gulf Cooperation Council peers across economic, institutional, and human development dimensions. Each scorecard benchmarks performance on indicators directly aligned with Vision 2040 priorities — from GDP diversification ratios and sovereign credit ratings to labour market nationalisation rates and innovation ecosystem rankings.
The bilateral comparisons include Oman vs UAE, Oman vs Saudi Arabia, Oman vs Qatar, Oman vs Bahrain, and Oman vs Kuwait. Each comparison contextualises divergent outcomes within the structural realities of differing population scales, resource endowments, and fiscal positions.
Thematic cross-GCC comparisons complement the bilateral scorecards. The Diversification Comparison assesses non-oil GDP shares and sector composition across all six states. The Fiscal Sustainability Comparison examines debt trajectories, breakeven oil prices, and medium-term fiscal frameworks.
